The Redesign of Westpark: A New Approach to High-Rise Public Housing in West Philadelphia

What

Westpark Towers is a vacant, 12-acre public housing campus that is currently being redeveloped into a 1,000 unit, mixed-income community. This large project on a critical transit-adjacent site in West Powelton will create 330 public housing replacement units, 250 units of additional Affordable Housing, 420 workforce units, community-oriented retail, social services, and four acres of new public open space.

 

The redevelopment of Westpark Towers, located in District 3, is the result of a public-private partnership between the Philadelphia Housing Authority (PHA) and LMXD Development. With the support of Councilmember Jamie Gauthier and the new affordable housing legislation, Westpark Towers is a significant step toward addressing the critical need for affordable housing and social infrastructure in West Philadelphia. Councilmember Gauthier of West and Southwest Philadelphia (District 3) chairs the Committee on Housing, Neighborhood Development, and the Homeless.

 

Join DAG on May 14th as Councilmember Gauthier moderates a discussion with Kim Bernardin of LMXD Development; Ian Lundy, Director of MSquared; Drew Kmetz, Associate of Erdy McHenry Architecture; and Marni Burns, Partner at OLIN. The team will share their plans, thoughts, and ideas about Westpark’s redevelopment through preservation and densification.

 

This event will be held at the Center for DesignPhiladelphia, 1218 Arch Street, Philadelphia PA 19107.

Jamie Gauthier

Jamie R. Gauthier represents West and Southwest Philadelphia as the City Councilmember for the Third District. Councilmember Jamie Gauthier fights for her constituents’ right to live with dignity and remain in the neighborhoods they’ve called home for decades. She is the only elected official in the City of Philadelphia with a planning degree, offering her a unique perspective on social and economic issues.

 

Councilmember Jamie Gauthier’s agenda prioritizes creating and preserving affordable housing, combating gun violence, empowering young people, connecting residents to family-sustaining jobs, protecting our environment, advancing small businesses, and investing in public spaces.

 

Ian Lundy

Ian is a Director at MSquared, where he supports the Company’s real estate development and investment businesses, and focuses on opportunities to integrate technology and sustainability into all aspects of the firm's work.

 

Prior to joining MSquared, Ian worked as Director of public/private partnerships and special projects at the NYC Housing Authority. During his tenure, he managed the implementation of the NYCHA 2.0 strategy, utilizing RAD to finance repairs for 10,000 residents, and structuring procurement for the rehabilitation of over 30,000 housing units. He also led work analyzing alternative public trust structures, infill development and air rights transactions.

 

Prior to NYCHA, Ian worked at the NYC Economic Development Corporation where he negotiated, led and managed initiatives delivering over 2,000 jobs, $680 million in investment, and ~500 units of new housing through real estate partnerships.

 

Ian received a B.A. from Georgetown University. He is a fellow with the Progressive Policy Institute and was a Coro Leadership NY fellow.

Kim Bernardin

Kim of L is responsible for managing LMXD’s ground-up development projects from inception to completion. She first joined L+M as a graduate intern in 2018. Subsequently, she worked at the New York City Economic Development Corporation, where she structured 2.8M SF of public-private real estate transactions, and as a Development Manager at Lendlease, where she led $400M of development to delivery. Kim graduated summa cum laude from the University of Pennsylvania and earned her Master’s Degree in Urban Planning with distinction from the Harvard Graduate School of Design.

Drew Kmetz

Drew is an experienced project manager with more than a dozen multifamilyresidential projects and private residences in his portfolio,  having overseen the design, detail, and execution of these projects in service of his clients.

 

Altogether, Drew brings over 20 years of experience in the architecture profession, initially working on a variety of luxury residential projects and branching to a diverse set of project typologies. His holistic approach to design and architecture is informed by having specialized in both exterior and interior architecture, achieving innovative solutions and long-term value.

 

During his time with Erdy McHenry Architecture, Drew has been the primary point of contact with clients and also leads project teams on some of the firm’s most complex and aspirational projects. Drew has been instrumental in the development phases through the documentation process for a wide variety of projects and his knowledge of jurisdictional requirements is a significant advantage to project management. He applies his expertise reviewing and verifying zoning, land use, redevelopment plans, utility, site, land management, and construction coordination to provide a comprehensive understanding of the project.

 

Marni Burns, Olin

Marni is driven to transform complex and neglected landscapes into environmentally thriving social spaces for everyday life. She dives deep into each site’s conditions, context, and community to uncover how landscapes can both work hard and spark curiosity. For over a decade at OLIN, Marni has designed and managed projects of all scales, from large-scale resilience planning to intimate public spaces. Her notable work includes Hunts Point Lifelines, a post-Sandy community resilience strategy for the South Bronx, and the Comprehensive Infrastructure Master Plan for the Caño Martín Peña communities in San Juan, Puerto Rico.
